Marc joined the Law Enforcement Activities Division upon his retirement as Deputy Chief from the City of Fairfax Police Department, a municipal police agency in Northern Virginia. During his 22 years of law enforcement experience, he served in almost every position within the department including serving on, and commanding, the departments Emergency Services Team. Marc is a certified General and Firearms instructor and has been deeply involved with conducting firearms training, officer survival tactics, and tactical team training for numerous area law enforcement agencies, the Virginia Department of Criminal Justice Services and has been a presenter at the annual training conferences of both IALEFI and TTPOA. His tactical experience has also led him to testify as an expert witness at both the state and federal level in cases involving tactical team use and deployment. Marc also served as a member of his departments police pistol team for many years where he earned Virginia's prestigious "Governor's 20" medal three times and was the sixth officer in Virginia to earn the Distinguished Pistol Award. Marc is a graduate of the 168th Session of the FBI National Academy, the Professional Executive Leadership School of the University of Richmond, and the POLEX program of Pennsylvania State University. In addition to serving as a Staff Instructor with the NRA Law Enforcement Activities Division, Marc serves on a part time basis as a sworn deputy with Page County Virginia Sheriff's Office. While he primarily provides assistance with firearms training and tactical operations, this association allows him to maintain close contact with officers in the field in order to understand the ever changing challenges and needs of the law enforcement community. Marc's prior military experience includes serving in the United States Army as an NCO in a combat infantry battalion where he was a recipient of the Expert Infantry Badge, the Army Commendation Medal, and numerous other Brigade and Battalion level commendations and awards. Marc is currently a member of the International Association of Law Enforcement Firearms Instructors (IALEFI), National Tactical Officers Association (NTOA), American Society for Law Enforcement Training (ASLET), International Law Enforcement Trainers and Educators Association (ILEETA), International Association of Chiefs of Police (IACP), Virginia Association of Chiefs or Police (VACP), FBI National Academy Associates (FBINAA), and was a founding member of the Virginia Tactical Association, (VTA), where he served in various board positions including President and Vice President. Marc is a Life Member of the National Rifle Association. In addition to his duties as an instructor, Marc is responsible for the review of all agency submitted lesson plans and qualification courses. Bert is the Tactical Police Competitions Administrator in our Law Enforcement Division. Bert came to the Law Enforcement Division after serving 29 years with City of Fairfax Virginia Police Department, located just outside Washington, D.C.

During nearly three decades of law enforcement service, he developed a knack for training both sworn law enforcement officers and supportive non-sworn governmental employees along with community volunteers in many aspects of how to enhance public safety.

Bert also served on the departments Police Pistol Team, representing the department at local, state, and regional events. His firearm and tactical training experiences were also enhanced with his assignment for many years to the departments Emergency Services Team, and later as the commander of the Hostage Negotiations Unit.

Bert is a certified law Enforcement Handgun and Shotgun instructor, as well as a Tactical Shooting Instructor. He is a past member of the Special Equipment and Tactics Association (SETA), and the Virginia Tactical Association (VTA). Bert is currently a member of the International Association of Law Enforcement Firearms Instructors (IALEFI), and the International Law Enforcement Trainers and Educators Association (ILEETA).
